Do DVR recordings count for a program's viewership?

I have been recording Cartoon Network's The Looney Tunes Show because I have been occupied with other things during its time. I was just wondering if recording it adds to how many viewers watch the show. Also, if you rewind a program (not necessarily watching a recording), does it still count towards the program's viewership.
