I have two college transcripts ... i don't want to submit one upon transferring. what you think?

I went to two state colleges in NY and obtained two college transcripts. The first school i obtained pretty decent grades. As for the second one, well, i did really bad the last semester! It was due to financial circumstances. I really want to continue my education, do you think that i should submit my first transcript by itself or not?
