Why in old cartoons (looney toons, tom and jerry) they dont talk?

Looney tunes do talk Bugs bunny, daffy duck etc. all talk. Tom and Jerry don't talk. To me it's like a tribute to silent films in the 20's where there was no dialogue heard only music and you saw in writing what the characters were saying. Not showing the humans faces only their lower bodies to me is a running gag in cartoons considering how silly it is.
