What could be causing this?

MY younger sister is 16 but she acts like she's 6. my father did drugs when they concieved her. She has asp burgers and many others. Along with that shes 340 pounds. She has a high testoserone level and her thyroid is off. She can be very abusive homosicdal/suicidle. I had to move away form her because i couldn't handle her any more. every year she gets worse and my mom can't handle it any more either and sent her to live with a family member. She hasn't been there even 3 weeks and she's already in the looney bin.....what could be the reason's for her hormonal imbalance?
