Are D's on a transcript the kiss of death to HR reps?

I am graduating soon from Thomas Edison State College with a BS in Technical Studies. I started off strong but ended very poorly. I am worried HR reps will deny me a job despite 12yrs military experience, a security clearance, and a 4yr degree because I have a few D's on transcript. Overall GPA was a 2.6
