Does a police officer have to reach a certain number of tickets every day?

Is a police officer required to meet a certain number of tickets that they must give out. Today some cop said my mom was speeding and everything was fine and she was flowing with the speed of traffic, she got off free cuz my dads a correction officer but she didn't do anything wrong. She started comPlaing cuz when she got a ticket before they made her attend some class and that's what they told her so IS THIS TRUE????
