I'm looking for a looney tunes cartoon where beakey buzzard got brave and 'turned' into an Eagle.?

I remember as a kid seeing this looney tunes cartoon where Beakey Buzzard had a small bit. He apparently got brave for some reason and they showed a eagle with banners around it (like a government symbol) to demonstrate his transformation. I don't remember if it is the same episode, but I believe he also was diving out of the sky and they showed a group of diving fighter planes to also demostrate his transformation.
