Can you name this animated character?

I can not think of the name of this character and it is driving me crazy! It's a girl, and she looks like the female version of Donald Duck. She had long blonde hair, boobs, and I believe she wore a red shirt and a blue skirt? I know it's not Daisy Duck from Disney or Melissa Duck from Looney Toons. Help please and thank you :)
